Abstract
President Joko Widodo has launched the idea of Indonesia as the World Maritime Axis. The World Maritime Axis is Indonesia's vision to become a maritime country that is sovereign, advanced, independent, strong, and able to make a positive contribution to regional and world security and peace in accordance with national interests. In the Maritime Axis Conception, it is also intended to strengthen the basic point of view of the Indonesian people and views of the archipelago, not only as an independent nation, but also with the territorial integrity of the homeland in the form of the archipelago as a political, economic, social, cultural, defense and security. The independence and integrity of the region is Indonesia's capital in planning a national development strategy as a whole and in its entirety
President Jokowi's idea was then set forth in various laws and regulations, in particular Presidential Regulation Number 16 of 2017 concerning Indonesian Maritime Policy, RPJMN 2015-2019 and RPJMN 2020-2025. What are the policies and programs of the World Maritime Axis for Natuna Regency? This paper is intended to provide an overview of Jokowi's conception of the World Maritime Axis with a focus on how the policy is formulated and implemented for Natuna Regency. The review was carried out using a public policy analysis approach.
The study concludes: First, Natuna is conceptualized as a very important node in Indonesia's development towards the World Maritime Axis. This conception is reflected in various development policy and planning documents (especially the 2015-2019 RPJMN and 2020-2024 RPJMN), including in the Riau Islands Province RPJMD 2021-2026. Second, there are many laws and regulations which, although they do not specifically regulate Natuna, clearly describe directions regarding development policies and programs in Natuna. Third, various policies and programs for the development of Natuna, some have been completed, and some are still ongoing in stages. These various infrastructure developments are part of efforts to strengthen Natuna as a strategic node to realize Indonesia as a World Maritime Axis.
